Born on August 27, 1963 in Kolkata to Smt. Sulata Sircar and Sri Piyush Kanti Sircar. Dr Bulbul Sircar Ray hails from a respectable family. The author did her schooling from Bethune Collegiate School and earned BA (Hons) in Political Science from Scottish Church College. She completed her masters in Political Science and History and then obtained a BEd degree. She completed her LLB, LLM and PhD in law. Dr. Ray has been teaching at the Department of Law, University of Calcutta since 1994. She was a faculty member of Jogesh Chandra Chowdhuri Law College. She is the author of the book ‘Political Thought for Law Students.’
